Allow investors to make a request to join manager when Tokens are sold out

When managers are in hot demand, it would be a nice feature for awaiting investors to have the option to be in the query line up. Then when some investors withdrawal the program, the new investors who are waiting in line are able to join instantly based on their Query line up number.
