Allow fund managers to invest in GVT

It gives another use case to the token. Program managers can invest in GVT, why not fund managers?

Certainly. At present fund managers cannot include GVT in their portfolios, it is simply not an option. We should be able to include GVT just as we can invest in BTC, USDT, BNB, whatever.
