Regarding to the first problem that you mentioned, please be informed that the rating on the level N is counting based on the profit for the last N-2 months, so if the program is showing a stable profit (without drawdown) in the long term perspective, then it will have the advantage over other programs which successfully closed a couple of deals in the last month, although before they were in a strong drawdown.

You further noted that it is impossible to level up without having enough quantity of same-level competing programs.  Alternatively, one program will level up too fast even if it will have almost zero profit, collect other people’s investments and disappear. In this case a program’s high level will not correlate with the success of the program.

It is very unlikely that there will be only low profit programs left to compete on the low levels.  For leveling up from 2 to 3, there will be a constant programs quantity increasing due to the new managers arrival, so in this case the probability that only low profit programs will remain in this rating is close to zero. In the other ratings, the probability is also very low for the reason described previously.
